Subject: AB 1900 (Kalra): California Guaranteed Health Care for All Act Support
Dear Assembly Member Kalra:
I am writing to you on behalf of the Peace and Freedom Party of California in strong support of AB1900 (Kalra). Since our founding convention in Richmond, California, in 1968, the Peace and Freedom Party declared in the first sentence of our platform’s Health plank, “Health care is a right and not a privilege.” Our fight for a single-payer health care system began with Proposition 186 in 1994 and continues to this day.
AB 1900, aka CalCare, will set in motion the transition stage that develops the principles and governance structure for a high quality, universal (covers every California resident regardless of employment or immigration status), comprehensive (dental, vision, mental health, prescription drugs, long term care, reproductive health, etc.), single-payer health care system with no deductibles, no co-pays, and no costs at the point of service. Negotiations with the federal government are needed to obtain waivers for federal healthcare spending. As such, CalCare will not take effect until a financing bill is passed.
Under the current private health insurance system, profit is the motivation. They are there to make money for their shareholders, and that means they deny claims, reject prior authorization, or push people into networks that do not include their doctors. Health coverage for many Californians is tied to their work sites, and the bosses hold healthcare over the heads of their workers hostage during negotiations. We need to provide a healthcare system that is not tied to one's job. Even pension plans such as CalPERS and CalSTRS could provide better retirement benefits if they did not have to manage healthcare for their participants.
AB 1900 is needed now, more than before, because of the passage of HR 1, which will cut up to $900 billion from Medicaid, and as many as three and a half million Californians could lose their health insurance. And with the loss of the federal premium tax credit, employees could face the loss of their subsidies, and the rising gross premiums, resulting in an estimated 114% increase in out-of-pocket costs for many.
AB 1900 lays the groundwork to save our taxpayers' money and provide coverage for all California residents. As proposed, AB 1900 will provide high-quality, comprehensive single-payer health care with no costs for users at the point of service.
